Forms & Terminology Dictionary

A standard reference for TNE delivery forms, regulatory terms and institutional classifications — designed to stabilise the vocabulary used across the archive.

  1. form

    Branch Campus

    A form of transnational education delivery in which a degree-awarding institution establishes a physical presence in a host jurisdiction, operating as a legal entity under the host jurisdiction's laws while offering qualifications under the home institution's degree-awarding authority.
  2. form

    Dual Award vs Double Degree

    Two models of transnational qualification in which a student receives more than one credential: a dual award grants two qualifications from one integrated programme, while a double degree grants two distinct degrees each meeting its own institution's full requirements.
  3. form

    Articulation Agreement

    A transnational education arrangement in which an institution accepts another institution's completed study as credit toward its own programme, allowing students to transfer between providers without repeating prior learning.

    Delivered Award / Validation

    A transnational education form in which a degree-awarding institution designs and awards a qualification while a separate local operator delivers the programme, with the awarding body retaining ultimate academic authority over standards.

    Exempted Course (Hong Kong)

    A non-local course in Hong Kong that, although it leads to an overseas qualification, is exempted from the ordinary registration requirement under the Non-local Higher and Professional Education (Regulation) Ordinance (Cap. 493) and is publicly identified as exempted.

    Franchise Arrangement

    A transnational education form in which a degree-awarding institution (the franchisor) permits another institution (the franchisee) to deliver its programme in the host jurisdiction, with the franchisor retaining the award and primary quality oversight.

    EduTrust (Singapore)

    Singapore's EduTrust Certification Scheme, administered by SkillsFuture Singapore under the Private Education Act, which certifies private education institutions against quality and student-protection standards.

    Free-Zone Campus (United Arab Emirates)

    A branch campus of a foreign university established within a United Arab Emirates free zone, licensed by the relevant free-zone authority, that awards the home institution's qualification to students taught in the zone.

    Host Regulator vs Awarding Body

    The distinction between the regulator in the host jurisdiction where teaching is delivered and the awarding body in the home jurisdiction that grants the qualification, and why both bear on a transnational education arrangement.

    Joint Institution

    A transnational education arrangement in which two or more institutions establish a new legal-person entity, co-owned by the partners, that delivers programmes and awards qualifications under the partners' joint governance in the host jurisdiction.
  11. quality

    Quality Assurance Agency

    The body in a jurisdiction that reviews and assures the academic quality and standards of higher education providers, including transnational education delivered by or through institutions it oversees.
  12. form

    Joint Programme

    A transnational education arrangement in which two or more degree-awarding institutions jointly design, deliver and/or assess a single programme, with the participating institutions jointly approving the curriculum and each awarding their own qualification or jointly awarding one.
  13. regulation

    Non-local Course Registration (Hong Kong)

    Hong Kong's regime under the Non-local Higher and Professional Education (Regulation) Ordinance (Cap. 493) requiring overseas courses offered locally to be registered with the Non-local Courses Registry before they may be marketed or delivered.
